Kotaro Tanaka (1880-1941), a writer by the name of Toyo, was born in Niiida, Kochi (former Nagaoka-gun).
After working as a teacher and newspaper reporter, he moved to Tokyo.
He made his debut in the literary world with "Taoka Reigun, Kotoku Shusui, Okumiya Kenshi”, a true story.
His novel "Senpu Jidai", which was serialized in the Osaka Mainichi and Tokyo Nichinichi newspapers, was written against the backdrop of the Meiji era (1868-1912).
His rebellious writing style made Rakuyou a highly popular newspaper in the early Showa era (1926–1989).
His other works include "Model Village Mayor" and "Complete Collection of Japanese Ghost Stories".
Kotaro accompanied Omachi Keigetsu in his early days and loved sake.
After Keigetsu's death, he started a Sake ceremony in respect of Keigetsu.
He created a literature study group - "Hakurosa" and developed the modern Tosa literature.

The monument in memory of Toyo Tanaka was built in July 1943.
